While I was on Win8, computer would shut down on dangerous temperatures. Guess something changed with Win10 and it makes push the system to the limit.
Anything viable to help it exaust the heat?

We actually have quite a few servers that do have floppy drives. And they aren't super old either.
And we have one computer on our call center floor that has a floppy drive....for some reason, its the only one. :v:

Apparently 10800 one second frames only equates to ~68kb. Not surprised as it's not a complicated frame swap.

Maybe Photoshop gave up exporting a gif that long.

No it's using a monochrome palette with #FCFCFC and #1F1F1F, 1 bpp.
