cheap VPS with low end hardware? I only intend to run a OpenVPN server on it, offload that from my personal VPS.

They've got a $3.50/m one that can be located in NL if you need it in Europe

I found Ivacy who offers locations in Norway I think and if I order for 24 months, it's gonna be 1.66$ a month. pretty cheap and I'll have a VPN at my disposal for the next 2 years.
Keep in mind that VPNs in general aren't entirely undemanding (and IIRC OpenVPN is particularly performance-hungry - I'd recommend [url=https://www.softether.org]SoftEther[/url] using their own protocol if possible). Also, VPS are subject to performance fluctuations as you generally don't get guaranteed/unshared I/O and CPU. Depending on how hard the provider oversells, you might be able to use the full power of the underlying hardware (until you hit the quotas) at one time of the day, and basically get a Raspberry Pi at another. Lastly, OpenVZ can't be used for VPN hosting (without the VPS host making some adjustments for you, which some offer automatically), and some VPS hosts prohibit proxies/VPNs.

They don't oversell RAM at all. When I was with them, I always had 100% access to all of my resources. They just didn't want you utilizing all of those resources continuously for obvious reasons.

I intend to put the VPN on my router so it'll be in use 100% of the time and with that I'd rather use as much of my line as possible. I tried looking for VPS' in Norway but they're very, very expensive around here. if I want a VPN that is close to home it looks like I'll have to go with a VPN provider but these are pretty expensive as well.

Well, I got tired of all the thinly veiled spoilers for game of thrones, So I picked up HBO again. Now if I can just get HBO go to fucking work on my Xbox. I've uninstalled it and re installed it and moved it to an external drive and back again but it fails to launch. Probably this damn beta dashboard I'm on.
