Even my 840 pro takes 13 seconds from start to windows MINIMUM.

Even regardless I think its a better deal than liquid cooling; however, I'm a bit turned off by liquid cooling to begin with to be perfectly honest. The potential risk just doesn't seem like it would be worth it. And anyway an SSD is more than just good for boot times. 120 GB will leave space for quite a few games. Whatever though, it's your money and your risk.

What risk are you talking about, exactly?

Also these are my current specs in-case anyone was curious:

There are no risks in closed loop cooling.
Its just expensive, noisy and prone to failure due to the pump.
(And still evenly matched with high end air cooling systems)
My and my friend has the silent pro PSU's and they suck hard balls.
had coilwhine after two months and the cables are shit. I'm getting a new one soon (Just to warn you)

I dunno about mass produced closed water cooling systems, but most go for water because its far quieter than high end air systems, while performing better too.
Would this RAM(x2) be fine?

I'm now getting Corsair Carbide Series 500R Arctic White Steel. It just looks so fucking sexy.
So if I do Windows 8's reformat feature and take my HDD and put it in my new computer, will it be fine?

That would be custom water cooling systems.
Alright so all of my crap arrived and got it all built and stuff, and now I'm trying to overclock the processor, but I cannot find a stable voltage. I'm trying to set the speed to 4400 MHz and have tried voltages of 1.13, 1.14, 1.15, and 1.16, all resulting in crashes when I do a stability test (except @ 1.13 where I simply tried to go on here to post this but crashed). And now I'm on 1.145, and if it crashes during the stability test what do?
