I am on a laptop, and it overheats alot. I can manually set the frequency when I want, to save battery life and keep the laptop cool at 800MHz. I scale it up to 2.3GHz when I need to.

My rainmeter is hardly RAM intensive. It might depend on which skins you use, but I don't think rainmeter would cause a performance issue on any computer with 3GB of RAM or more.

I use SpeedFan for heat monitoring. There's a Rainmeter plugin that hooks into SpeedFan so that your Rainmeter skins can show your temps.
I wrote Rainmeter skins for all my system monitoring.
