More than likely Apple want people who are on powerPC based software to re-purchase the latest version. Just milking their userbase again.

And it's not just THEIR software they just fucked over. I still play Sim City 4 today.
They had a working compability layer. No reason to drop it. This is just them being dicks. At least I think the programs were running with some compability layer.

It doesn't cost them anything extra at all and makes no difference to keep it there.
