Nope. SATA is protocol-compatible with PATA - it works on the same logic.
GPUs are also compatible with the standard - even modern cards provide the same low-level interface. They just have an unbelievably long list of "optional" extensions.
To prove this, put a graphics card into a computer with absolutely no drivers for it. It will still work, although EXTREMELY poorly.

Quite a few mobos (mainly old ones, TBF) don't have a video output, so you literally need a graphics card for it to work. I've done that a few times - everything lags like a bitch, and is pixelated as fuck, but it works well enough for me to go online and download the drivers.

If "Mac" is a subset of "Personal Computer", then you implicitly admit that there are Personal Computers that are not Macs. Thus your final statement is not logically proven.

A friend was interested in upgrading his video card (He has a Radeon HD 4770) and was trying to describe what he wanted. He kept throwing around the word "Solid state graphics card". I was asking him what the hell he was trying to say. I narrowed it down to "fanless". When I mentioned the word "fanless", he felt incredibly stupid.
So he meant passively cooled?
I saw a fanless 8600GT somewhere, It's made by MSI if I remember correctly.
I saw a fanless 5770. Huge heatsink.

I once accidentally made my graphics card passive.
The fan was unplugged.
So a friend of mine managed to destroy her second macbook pro by spilling water on it. Now her mother is getting her a new air. The mac that was just broken lasted for less than a year. Can't wait to see how long this one lasts.

Been there, done that, burned the first layer of skin off my finger, which stuck to the processor.
Speaking of heatsinks and fanless heating, a few years back when I was just getting out of the whole technology craze I was also having a fun time in a lab where we had to set up a thermocouple. I kind of knew what they were at the time but didn't understand all the facts and interesting parts about them.
So the guy that was showing me about the thermocouple was explaining the underlying principles and effects of the system and I was enjoying every minute of it.
He then started telling me about how the heat is generated and what not and then he mentioned that there is also a cooling effect.
Being completely amazed by the fact that there was cooling with electricity I started thinking about some uses.
I hooked one up to an old graphics card that had a heatsink and started to let it go.
Long story even longer, the card was cooled more than I have ever seen a card cooled. It worked a lot better than liquid cooling by far.
It was INCREDIBLE.
Until I realized the heatsink was creeping passed 100 degrees celsius and heating the other components.
If I cared enough and had the time to design a custom case for my hardware, I think I could create one hell of a cooling machine.
I wonder how much money I can get for a Nvidia FX5500.
