It looks like escaped " characters, you do that to speech marks when you're storing them as an XML attribute, otherwise it closes the tag.

My Matrox Mystiqe has very similar pins for a RAM expansion card which plugs in and sits parallel to the PCB, theres also a ribbon cable connector which allows me to plug a Matrox TV tuner straight into the graphics card. I also have a Power VR PCI card which plugs into a slot alongside the GPU adding a 3D accelerator.

If I had to guess, it's for a daughterboard full of extra VRAM. I have an ancient Radeon (or was it a Rage Pro? Can't recall) that has one, and the connection looks rather similar.
Could also be jumpers of some sort, or some weird connector of some sort.

oh and I think my ISP are throwing a hissy fit with me, I'm getting speeds of 0.9mbit/s compared to my average 17-19mbit/s
it might have something to do with redownloading ~50gb of Steam games last night, and I'm probably gonna piss them off even more because I'm downloading Half Life 2 + Episode 2 because I feel like doing some mapping
