Turned out it was so close to a certain amount of metres the definition of one metre was changed to be a certain fraction of the length photons move in a vacuum per second. So the speed of light is exactly 299,792,458 metres per second.
It's only the observation of an event that is time dialated, for the person/object doing it everything seems normal.

The basic gist of the experiment was "shoot a laser, reflect it off a mirror a couple miles away, measure how long it takes for it to appear".
