Wow. Windows is absolutely terrible with wallpapers. If you right click an image and select "Set as Wallpaper" in explorer, it creates a horribly compressed copy and sets that as your background.

That might actually be the best workaround for your Windows bug, though. Yeah, it means a 4MB wallpaper at 1280x800, but there's no physical way for it to gain compression artifacts.

Windows will only convert it if it's not already a jpg.

Well I wasn't the one who discovered it, someone else here in H&S suggested it to me when I posted a question (when I was new to Win. 7) on how to make it so my wallpapers didn't get JPEG raped. I didn't know I could use highest quality JPEGs at the time. But I don't do that anymore, I just posted an alternative in case someone for some odd reason couldn't save a picture as highest quality JPEG.
I was bored so I did some math. On Rogers, if you don't buy a roaming data plan, you will be billed at $0.03 per KB. Multiply that by 1024 to get 1 MB, which would cost $30.72. If you multiply that number by 1024 again to get 1 GB of usage, you would get $31 457.28. Do you want to download an HD episode of Dexter or buy a brand new car? Your choice. Their international data plans aren't much better. Their top week data pass is $225 for 75 MB and $3.00/MB after that. If you want a monthly international data package, it will cost $750.00 for 100 MB and $10/MB if you go over. Or you know, just pay the $10-ish to unlock your phone (Assuming you're not a dumbass for buying a CDMA phone and expect to get service outside North America), then buy a prepaid SIM when you reach your destination. Hell, you could probably pay off a 1 or 2 year contract overseas and still save money depending on your usage.

Hey guys; Right now I'm posting from a 1998 Compaq Armada laptop. It's running Windows 98. 98MB of RAM, 1GB Hard Drive, and a Pentium MMX. It doesn't have an Ethernet port, so I'm using an Ethernet to USB 1.0 adapter that I've had for ages. It's kind of fun to just use this computer for fun and browse the net like people used to in the 90s.
