It might be Unicode, in which case it would start with an ë, an "End transmission" character, ¯, Â, and so on. So it is, quite obviously, encrypted somehow.

They'll get a lot of bogus applications, and the real experts (those who actually worked on cracking the code) will get ignored.

The processor is the interesting bit. It's pretty much identical to the 360's (even the process size - 45nm is used on current S models), save for being quad-core instead of triple-core (for the Xenon, IBM took the main processor from the Cell, and mirrored it two different directions). That would put it 33% above the 360, as would the memory amounts. The problem with the rumors is the aforementioned inconsistencies regarding the memory. If it were on-chip eDRAM, it would be ludicrously expensive, basically L4 cache. Remember how expensive the PS3 was at launch? Double that. That's how expensive a console with a full gig of on-chip memory would be. It's likely there was some miscommunication or mistranslation, saying "the Wii U has ___MB on-chip eDRAM, as well as ____MB of main RAM".
