It goes out of ATX spec at 400W. 500W and it's thinking about turning off. The review does not rate this PSU highly, 'case you hadn't noticed.. But I'm not going to continue arguing with you - just get it because that's obviously what you want.

Coolmax aren't in the good brands of PSU category, as far as I know. If you would tell me what sort of upgrades are planned, then I can try and incorporate a suitable PSU into the budget, but it's a pretty tight budget to include a good 500W PSU.
I'd probably just go for the 4850 like you suggested, and possibly a better CPU if can.
Well the 4850 is a LOT better in games than the 4650. CPU wise you're looking at about $100 to see a noticeable improvement, I think.
He's probably going to put in about $200 more, and I'd obviously sell the parts that we're replacing to try to get a few extra bucks to put towards it.
Why not put a bit more in now then? So he can run most games on high instead of medium or low, i.e, a better graphics card, perhaps CPU, and power supply.
He doesn't have the money to spend on it.
Would this build be able to run Crysis or some demanding game like that? Sorry for the off topic question, i'm trying to get a good gaming build myself.
If you got this build with a 4850 then yes, it would on moderate settings.
