For Prime95 to be anywhere near accurate you need to run it for a minimum of 24 hours on small FFTs.
Well, this is odd, I played GTA 4 for an hour, leaving HWmonitor on. The temperature never went above 60 degrees, and I got a nice 60-70 FPS like I usually do.
Maybe it was HWmonitor screwing up, showing a higher temperature than it actually was?

Accurate for what? Max temp?
I assume you're using the stock cooler. Intel's stock coolers are known for being particularly crappy. First make sure it's seated properly and isn't loose. Also, a sensor might be broken because a 99 degrees it would either break or automatically shut off. I would recommend a Cooler Master Hyper 212 for the heatsink and some Arctic Silver 5 for the thermal paste.
You could try out the Noctua NH-D14... Cools reeally well and imo the best performing air cooler if you attach a 3rd fan. Although it takes up ALOOT of room, specially with the 3rd fan.
I would get a Hyper-212
