Are you sure you are not just reading kilobits as kilobytes? I get 2 megabyte/s download speeds, thats 16 megabit/s
This chart is measured in bits not bytes. 8 bits = 1 byte
Basically what you are saying is your internet is roughly 32 kilobytes/s. If this is true I'm very sorry for you.

Hopefully Rockstar updates the game later on to support Directx 12 and Vulkan.
That would help users with less powerful cards quite a bit..

Lucky for me, I only have a shit-tier laptop that can barely run Far Cry 2 on lowest settings.
I guess it's a blessing in disguise.
Since i usually download with 3-4mb/s from steam, it will still take around 20hours+

It should take closer to 5-6 hours if steam says 3-4 MB/s. As been said before, that list is in bits, not bytes. Steam reports in bytes. (8 bits to one byte)
I get 7-10 megabytes per second from steam, so I am super hyped. Although due to the demand, I doubt this preload will have decent speeds at first. However, a whole week is still more than enough time even if the download speeds suck.
When does the preload actually start? Or has it started already?

Have six people wanting me to download the files for them as their internet is far too slow and it would cap them straight away. Damn this game is more popular in my friends group than I thought. Would this actually work like other steam games though?

No reason for it not to, of course it'd be unwise to give them the files until after they unencrypted - given it's possible Steams encryption system uses your Steam ID to salt it (though unlikely)
