The bones are not fully developed, they are a more spongy than a fully developed bone, something to do with childbirth being easier (basically if they were not spongy babies head would be crushed).

I don't really care about it. If they say no one has been hurt in 500 years, let them keep going. Memory doesn't form until two years of age, so it's not like they'll remember it and be scarred for life.

Much like people doing other folk traditions say it somehow is perfectly safe and/or natural.
In reality, I bet a ton of babies died in this ceremony over the course of its existence, however the recording of these accidents probably never occurred/they are too ignorant to notice it.
