You don't want heavy drugs available legally and cheap. Most heavy drugs have chemically addictive ingredients with severe health issues and withdrawal symptoms, as well as behavior dangerous to themselves and the people around them. If it's easily available cheap and legal, then any person young dumb and curious has an easy cheap and legal way to get himself addicted. We do want to help the people who already has addictions to dangerous drugs, but we don't want to encourage new people to become users.

the problem is that these drugs are already cheap enough to get hooked on very easily. it doesn't cost much to get heroin or meth. overdoses are also fairly common especially with heroin since purity is rarely certain, so potency is also rarely certain.
i can understand the concern with having drugs cheap. people will have the capability to buy more of it and potentially fuck themselves up. problem is that you can already do that with many chemicals(alcohol for starters). also, simply keeping the drug illegal doesn't solve [i]why[/i] people overdose and shit.
if you want to stop people from overdosing, teach people how to avoid it. if you want to prevent addiction, educate people about addiction. if you want to help people who are addicted, offer free treatment options. doing any of those things becomes harder when drugs are illegal.
I'd prefer a system that makes a strong distinction between drug addicts, and the people who provide them with drugs. Treat major possession, selling, and producing drugs as felonies. Treat minor possession or being caught under the influence as minor misdemeanors charged with either a fine, community service, supervision, or mandatory drug rehab depending on the severity or repeat offenses.
People should be discouraged from using drugs and a fine/community service should be enough of a punishment to discourage first time users, and supervision or mandatory drug rehab should be able to help repeat offenders or long time addicts. These people do not need to be treated as dangerous criminals, but the people who take advantage of them by selling and producing drugs should.
Then again I live in a notable welfare state, I'm not sure how possible this kind of model would be for the US
