Because public safety is no longer a concern for local government.
Around the country law enforcement budgets are being cut, that also goes for rescue (fire and EMS) and other sectors. Departments often have to seek approval or find grants to buy new gear. The department i worked for had to wait ages to get a grant approval for just 5 new tasers.

Just a term for a justifiable use of force, however it is still investigated as a homicide despite it being a defense thing. Its just one of them things they do so it can be 100% sure of no foul play.
I can see why a lot of citizens are arming themselves, it is good that they're actually going far to defend themselves and actually willing to use it. Its everyone's responsibility to take part in public safety. For me that means everyone needs to be proactive whether that is sending in tips, being part of a neighborhood watch, maybe going as far as to encounter a crime in progress and stop it. However, not everyone sees it that way, a lot of people think it is just the police's problem and no one elses.
This just in, an increase in gun purchases in Detroit
There are some areas around here that the local law enforcement can have up to a 30-40 minute response time.
For some calls, they will not even come at all because it is not a priority call.
All of this because local governments feel instead of taking a hit or two on their paychecks or getting rid of useless items in their government, they would rather cut police and fire services to save money.

Justified homicide is what happens when someone is killed in self defense.

As horrible as someone being killed is, in cases where it's a possibility that only the victim or the perpetrator will survive, I'd prefer it to be the victim.

I live about 30 minutes from Detroit, and I don't go there often, but my mother goes to university there.
The situation is basically that the auto industry is fucked over because of foreign competition, constant bickering between the corporate scumbags and the union scumbags that stops anything from getting done, and the lack of actual jobs int he city. There's no money going around anymore. Increasing crime rates and a stagnant economy is causing shit to fall down. There's major corruption and incompetence all around. The city is a shithole and its government is shit. Because of the terrible economic position and the massive debt, they've been forced to cut huge amounts of public services, not just police, in order to keep the city from going under and never being pulled back up. It has nothing to do with the auto industry moving out- the bailout and public pressure has prevented that, but that hasn't stopped them from laying off thousands of people over the past 5 years. Our own state is in terrible economic condition- one of the worst in the nation, and we don't have thee money to fund anything in Detroit (although there's a huge controversy over building a new bridge to Windsor that could potentially increase trade with Canada). It just isn't there. The recession hit us extremely hard, especially in our urban centers, and we just can't deal with it. 3 of our major cities have been in the top 5 violent-crime cities for several years now. We have some of the poorest cities in this state.
Detroit is basically autonomous. Like New York City, it's kind of its own government. The state government doesn't have alot of control over it. It's expected to and has always been dealing with its own problems. That's part of the reason the state government hasn't done much. With our newest governor, free-marketeer Rick Snyder, he enacted the brilliant plan (Public Act 4, the Emergency Financial Manager, or EFM) of creating an un-elected council or members appointed by him, to vote on what cities needed economic "help". If this council decides that your city needs economic help, they remove all your elected local officials from power, ban them from running in that city again for several years, appoint a single Emergency Financial Manager to oversee all economic activity in the city, and then do whatever that EFM wants to do with the local government, politics, and economy, without any voice by the people, for as long as Snyder and his council deem necessary.
Detroit has been the only city so far to be able to oppose an EFM when the State of Michigan deems they should have one. They could still get an EFM, but so far not enough of the council has vote din favor of it. Detroiters and the Detroit government are claiming they can get their own problems fixed, and the State more or less is giving them a time limit to do so. They won't do it. Part of the reason Detroit isn't under EFM so far is because Snyder is using this as a political tool, and promising not to impose one if the big autoworkers unions weaken their position and give more power to the auto industry, and so far they've had to. It's a real shame. It's a giant clusterfuck and no one's getting anything fixed.

Ray-The-Sun is one of those people who don't seem to realize that in the case of home intrusion if the intruder has a gun and no moral qualms against using it on someone then you could become a victim of murder within moments.
It is unreasonable to tell someone to wait for an intruder show an intent to use deadly force before you return it against them, especially if the intruder has a gun, in which showing an intent to use deadly force would be shooting you with it.
