Domestic deployment is only allowed if the governor declares a state of emergency.
In this case, they can be used as a stand-in for law enforcement when the police are incapable of doing their jobs (such as during the LA riots, or Katrina disaster).

I like how you care about that now except back when the civil rights movement was going on, President Eisenhower sent the 101st airborne to escort the Little Rock Nine to and from class because of the violence in the south. I'm sure you'll be willing to say that's a bad thing too then considering the fact you're using it as an argument? Also the National Guard is a state controlled group, the state can deny the federal government use of their National Guard units, further more they are a domestic branch that does what is needed home-side, if they needed to declare a state of emergency, they could.

Actually they can.
Congress has to okay the order (Or it must be an action which is enforcing the constitution), but the US military can enforce the law.
Even that has its limits. The act which enforces posse comitatus only specifically restricts the US army and the US air force from enforcing the laws with congressional (or constitutional) approval. The USN and coast guard are not actually restricted at all. Neither are any national guard troops, of course.

That was my point. It's protection of citizens either way, still a legal use of the military.
