Also, let's not forget that 25 years in prison is the equivalent of 100 years in hell for some people. 25 years locked up with violent criminals isn't very pleasant. No matter how much scandinavian countries prefer rehabilitation, it's still prison, and people still need to watch their back or get raped/killed.

Homeless here are either illegal immigrants so they don't receive welfare, and those guys are deported instead of imprisoned.

That isn't even the prison in question. But for the fact is that those people aren't sent there first, they have to go through rehabilitation and when proved mentally stable they get to that place.
