I wonder if it's possible to put them so far on the defensive that, in order to avoid bombings/assassinations, the militants get regular jobs and live healthy lives and improve their communities, not suicide bombing or shooting up schools for fear that they'll be found and killed before they can complete their mission. Then, 20 years from now, they'll wake up next to their wives/husbands and go downstairs to say hello to their kids and suddenly realize that they stopped being terrorists to try and hide their terrorist tendencies.
