The current funding (i.e. another Bush failure to pay for anything) would have run out after three or four missions anyway. So, even before Obama canceled Apollo 2.0 and raised their budget for R&D, moon bases were never going to happen. NASA CGI promos =/= budget reality.

You don't need to create a whole atmosphere for a colony. Just build a dome or something.

Oh god you morons, nobody ever thought of moon water from drinking. The most important purposes are that oxygen can be electrolyzed from it, which is much more harder to recycle than water, and also can be used to create fuel for travels further from moon.
