As long as you still have the knee then you'll have a way easier time adjusting and walking around. In this case she lost her feet basically, so I have no doubt she'll be able to walk around like normal in no time. Being so young, she'll probably not even remember what happened. Although the sight of landscapers might occasionally send her into a cold sweat once in a while.
She gets prosthetic feet, right? Put rockets in them so she can fly.

Aaandd this is why you lock your childrens in the house while mowing. When I was a kid, my mom, granny and granny's land lord prohibited me from leaving the house or grandmas trailer while any of them were mowing. On several occasions I was glad they did. The push mower and riding mower we had would fling even tiny rocks at such velocities that they would break glass and dent metal/wood. But the land lord had a brush hog powered by a 150 hp engine that would launch projectiles that would make holes the size of 10 gauge shotgun slugs in small trees and obliterate the metal siding on my grandmas trailer. But getting ran over was a possibility too.

Look at it this way: You have a toddler, an adult on a lawnmower, and possibly a third adult(whoever is minding the baby). ONE of those people is to 'blame' for this. edit: I just read another article where the mother says the kid was in the back yard and "darted" out into the front yard where the dad was. So it sounds like mom is to blame after all, not keeping the kid in the backyard while dad's operating dangerous machinery in the front.
