Scouting is normally for everyone, America is one of the few that stay separated by sex, which is bullshit. A persons gender has no effect on their abilities or character as a scout. I am an eagle scout, and my troop was all male, but we also had a venture crew which is co-ed so I got to help a group of both males and females pull first place at a boy scout competition as the only venture crew there. They also do not currently allow open atheists which is another thing I have a problem with, considering most troops and leaders are open to all peoples and belief systems.

He's seven, so chances are he doesn't really know, or is doing this just for shits and giggles without exactly realizing what he's identifying as. But I think it's just an intersex and the article used the wrong word. In which case there isn't much that can be done at this age. Anyway, keep in mind that it's just one stupid bitch trying to do like mom and dad when they're at church, the concerned transgender/intersex actually was admitted.

My troop has people from several religions and our partner venture crew I mentioned before welcomed several members of the LGBT community. While I disagree with their policy on atheism, nearly every troop I have worked with are open minded and accepting of all people. Many districts are seeking to make it so any person k-12 can openly participate in all scout functions.

The fact is, there is a lot of kids with a strange hormone balance until they hit puberty, where things get even more fucked up before coming to a regular level. And yes I believe the main reason for transgenders are hormones, plus psychological factors. A lot of things are explained by hormones.
We don't have separate organizations for girl scouts and boy scouts in Sweden, and for the past 11 years I've been involved with them, it's always worked out fine. No discriminations in cases such as this has ever been made to my knowledge.
