If you don't know what NCIC or its function is look it up on the FBI website.
It is a really smart system, and now it is just becoming more effective. People don't understand that a lot of people use different names or aliases when they get booked in. I've seen a guy who gets booked in to jail all the time and every time uses a different name. All we do is access his fingerprints and add the name he gave us to his aliases or AKA list. With photos they can positively identify someone without issue.
If I remember correctly, they have the same, or a similiar system here in the UK. A fair few rioters who had previous convictions got caught because pictures of them taken by CCTV cameras were matched to their mugshots by a similiar program.

this isn't the middle east where people just get killed randomly every day
clearly it's not the worst place in the world to live but all things considered it is pretty shitty
The FBI ran out of ideas so they started ripping off NCIS
