If I was in the national guard I'd leave my weapon unloaded, but i'm positive there are repercussions to soldiers that would make such a decision.

I don't understand why rioters would deliberately hurt and fuck with civilians, their houses, shops, cars etc.

I'd hate to be one of the National Guard sent in there, being riot police isn't why people sign up for military duty, even if you're a reservist. My old man served in Northern Ireland with the British Army, and he has plenty of stories on how trying to police people as the military sucks.

A large component of the National Guard's duty is to assist in law enforcement and rescue operations. Every Guardsman knows this when they sign up. Much of their training is for these types of non-military missions.

If you sign up for the National Guard, you accept the possibility that you might end up doing fisticuffs with some pissed off civilians.

The Coast Guard also performs law enforcement operations at sea like intercepting illegal shipments, but they don't deploy for civil unrest.
