Armoured cars likely have strict instructions to never stop except at checkpoints/destinations (to prevent robberies), so that's why the driver wouldn't have stopped/turned around etc, even if someone had pointed it out. As for how the money 'fell out'... I have no idea. Stuff doesn't just randomly fall out of cars, let alone ones specifically designed to keep valuables safe.

Someone saying to them "You dropped a bag" could very well be a trick to get them out of the vehicle where they can be attacked.

I would have taken it for myself, but I'd be kept up every night worrying that I'd be discovered. I'd have to hide it somewhere and only carry a little bit at a time, and slowly, very inconspicuously pull myself (and any loved one I can support) out of poverty and into a stable blue-collar living situation.
