The thing is that pretty much every activity humans can possibly engage in, including gambling, will be harmful to someone who abuses it. Shopping, gaming, drug use, sex, sports, etc. I don't see how singling out gambling makes sense. Just because a segment of the population can't moderate themselves while engaging in the activity doesn't make the entire activity morally bankrupt.
If its that much of a problem they should instead be targeting the people with gambling problems. Make a Gambler's Anonymous or the gambling version of D.A.R.E. Self control is one of the best things you can build in a person.

It isn't that people take part in the activity, but that the government actively sells and profits off the business. Lottery is run by the state and is used for revenue.

Because it "targets minorities and the poor" according to the NAACP.
The problem is much more nuanced than that. There are serious psychological effects from gambling that can make it seriously addictive.
The fact that the state not only profits off this, but actively advertises it seems morally bankrupt to me.
It's still an individual issue, not one of poor people or just minorities as the NAACP is trying to argue.
Gambling is disgusting, people shouldn't loose everything or win millions based on their luck.
I stand with Texas on this one.
(Don't see how being a minority tempts you to gamble though)

i still feel like the lottery and lots of other gambling shit is far more an issue amongst the poor. here in nz we have a huge problem with beneficiaries getting addicted to slot machines which they have in lots of pubs

it's more because minorities are more likely to be in poverty due to social issues
