On my Surface it has a screenshot of a calculator, but on my desktop it had actual screenshots.

Halo 3's campaign is nothing special IMO, though it does kinda get more entertaining as you get into it. The real meat of the game is in the multiplayer. Forge mode was practically the first map editor for a console game where the maps were actually used, which led to a wide variety in content and gave it far more replay value than the campaign or matchmaking ever could. And that's not to mention how people managed to utilise every glitch and exploit in the game engine so that you'd have maps that were seamlessly melded together, or functional doors that could be set up and operated via clever use of the forge mechanics and so on etc. Anyone else remember the countless maps built on Foundry, or custom game modes such as Ghostbusters, or the hugeass Skycastle map for infection gamemodes? Yeah infection was the best.
Now a lot of people who grew up playing that or wanting to play that, who now have access to it via a port will want to give it a shot, especially with how open-ended the PC is as a platform in comparison to the original 360. Plus the idea of modding is pretty fun in itself.
Fuck me those are some sys reqs, I meet them but they are unnaturally high. If they want to enter the market they're gonna have to lower those otherwise regular people won't be able to meet the recommended settings.
970 for 1080p/60fps at im assuming max settings, 980ti for 4k 60, I think it's alright, just remember that Halo 5 runs at 1000x500-1400x900 (really rough figures) and never 1080p ever on xbox one so it makes sense 1080p requires more power

Today recommended never means maxed out settings though.

Depends, minimum doesn't even mean "steady framerate on low" to some devs, but for others, I don't even have to meet the reqs to play the game on high.
