Well, no, it isn't. That doesn't solve anything.
Doing this is moving towards solving a problem, but it'll probably cause a lot more problems along the way. I can't think of many other ways to solve the problem the electoral college poses, however, especially given that a decent chunk of people inexplicably support it.
