Good! Those officers were doing a favor to all you Norfolk stoners, let me tell you. Here in Oregon, weed grown outdoors is only used to make concentrates (like hash, oil, tincture, etc.) or baked goods. Weed grown indoors is the only kind considered worth smoking because those plants are in a completely controlled environment designed for 24 hour tropical daylight and extreme nutrient enrichment. The result is far better than what you get from putting a plant in the ground and using the sun. The amount of science a lot of our local growers put into the process here is beautiful. I think it helps that a good portion of the Oregon cannabis growing community isn't underground thanks to medical cannabis. Because of that, we have all kinds of grower symposiums, conferences, and workshops.
OD ops aren't that bad, not everyone has all the equipment and room to grow indoors, especially in places where its illegal to grow. Power usage can be used to track down indoor grow ops if they're decent in size.
Plus outdoor grown weed is usually cheaper, and it still gets you high.

only if they growers are stealing the electricity. 99% of power companies wouldn't see someone spending money on their electricity and think "they're using our services they might be doing something illegal turn them in so we can lose profit", indoors is much safer than outdoor growing ops.
