This is official government voting, not private organization voting. While I do believe the Democrats had already chosen Hilary since she started running, I do not think that the government can just pick someone in the generals.
Even if this is true or not, Trump's calling out of corruption at the polls here is clearly either: A) Being a crybaby sore loser B) Malicious attempt at stoking the fires for when he does lose so he can create as much public dissonance as possible. C) All of the above
