Yes but there are two steps involved there, legalizing a substance, which the federal government does, and regulating it which the provinces do.
If the feds legalize weed by removing it from the criminal code and the provinces don't introduce any regulations then you can sell weed to kids legally and smoke it everywhere smoking isn't prohibited.
