iCloud wasn't even hacked, there was no breach whatsoever on Apple's side, it's just that people put the stupidest shit for their passwords. It could of been secured better though, allowing unlimited password attempts for an Apple ID is just stupid (and it still does)
In the end the responbility lies with the person that stole them and the geniuses that decided to upload nude photo's onto a cloud.
