Actually they have it, I won't provide links but there is 2 ways:
1) You change a few files in a firmware
2) You patch console's flash to include special flag which defines what the console is able to run ps2 games in software mode.
Why software emulator is disabled? Answer is simple - it's buggy, doesn't support a lot of games, etc, etc.

And selling PS2's with a small profit makes more money than spending time (and money for employee's doing the work) fine-polishing full software PS2 emulation for the PS3.
Even though it's a big hassle to the end user.

Sharing the same architecture means that it'll require less work porting software from it to a ordinary computer and vise versa.
That's actually why it's only recently it's been possible to emulate the PS2 decently, since the Cell processor architecture is both more complex [B]AND[/B] vastly different.
So it's require less (shitty) code to get software from platform A onto platform B.
