Our tabloids are paper format sin. There are good papers out there, but the tabloids rule the market quite securely thanks to a generation of old people who hate "brown people" (they seem to think it's a catch all for foreigners I'm thinking).
Instead of blaming the website they should blame the parents for not paying attention.
It's easy to put the blame onto the parents "Why didn't they pay attention to their child" etc, but what's to say that they did, and it wasn't enough?
Maybe they realised something was wrong, but couldn't help their daughter?
You can't flat out blame anything with this; not the internet, not the parents.

The way in which children are raised is fragile.
It relies on people being taught 'be nice to other people, not horrible' and hope that everyone else does the same.
Of course this seems to work alright for the most part, but what happens when someone reaches an age where this is challenged, or bullying occurs (like this).
If children were raised instead to expect, identify, withstand and grow stronger from challenges from a young age, they'd be much better prepared for a life where challenges are always a possibility, rather than ignoring the inevitable until it bites.

Generally speaking I am strongly opposed to anyone imposing willing join websites with some super deep controls.
It's different to places where you are forced to go or harassment that finds you at home. The thing is, pulling out of a webpage is often much easier and as far as ASK.FM goes it requires you to intentionally go ask certain things.

On a similar note; the "anti-bullying" policies schools have in place nowadays.
They teach you to take other people's shit and report it to an adult - who will then do nothing about it. Well what happens when there isn't an adult about to "protect" them?
We need to stop wrapping kids in cotton wool and actually present to them the challenges of modern day living, and how to deal with them. Fuck, the first IT lesson a kid should get is about the existence of "trolls" and how to deal with them in ways other than committing suicide.
