The problem I think some people are missing in this is that the statement implies that the characterization of "shithole countries" is inherent to the people themselves rather than the nation's economic situation. And if you're going to argue that's not the implication, I should remind you that this is about immigration policy, which makes the characterisation entirely about the people.
