this is just sensationalism. It's not like they can enforce you not wearing a mask while rioting. It'll just end up being if you get arrested for rioting and were wearing a mask its just another charge

So what about the Riot Police that wear masks and no ID badges and pummel the shit out of these guys with batons and tear gas?

What if a guy is wearing a mask because it's cold out or something, or he doesn't want his face plastered all over the news when they cover the riot but wants to get a look at it?

There's a difference between arresting everyone in a whole town for wearing a baseball cap after a bank robbery (if they were to do that in Toronto they'd literally be arresting whole neighbourhoods for wearing hoodies after robberies and shootings) and arresting people at a riot who are trying to hide their identity.
Oh well, I guess we'll see if the constitutionality of this holds up.

I agree, they shouldn't be allowed to do that shit either, the cops should be just as accountable to the protesters/rioters as the protesters/rioters to the police.
