The US and Russia are completely different when it comes to ethnic mixing. The Russian Empire and Soviet Union conquered to get its ethnic populations while the US for the most part built its ethnic diversity through immigration. There is also a case of the populations being spread out and mixed with each other meaning that no groups really got the desire to have self determination within America.
