I now view the National Transitional Council as the governing body of Libya, and now it should work upon purging the remainder of the Loyalist armies of Gaddafi, seeing as though they now hold the capital they should find a swift end to the war.
McCain and a few republicans in Illinois, NM, and some Liberals in the North are saying we are saying we should give Gaddafi's frozen assets to a rebuilding plan. The NTC should IMO work with what remains of the army / police force to ensure security.

We haven't a right to just "keep it" or use it for anything other than giving it back to Libya.
The only two reasons Ghadaffi was even remotely successful was due to two things, the dictator paradox and Libya's ample oil supplies. Allow me to explain, the dictator paradox is something that happens with ALL authoritarian governments, the charismatic leader takes control of a country after the previously troubled, usually post occupation or post war government fails to retain control. The charming dictator manages to manipulate its people's angst and hunger for revenge of their previous occupators into working with him, creating an outstanding yet falsely "democratic" charade, with promises of prosperity never before attained, that would bring the nation to the development level of it's enslavers. It appears to work as the nation rockets into a new stage of prosperity. 20 years later, the old need for revenge that fueled the "revolution" are now long gone, old wounds heal, and suddenly the people come to the realization that there was absolutely no point in all the blood, sweat and tears they shed in the name of the leader, they want out, but sadly they let the guy in too deep, he now controls everything, from the government to the military to the media, and now the people are powerless against the big tyrant, and must fight against all odds to take him down in order to take back their freedom. Textbook case, really, see Cuba, Uganda, Iraq, Myanmar, Panama, you name it. It's a false sign of development that only ends up stagnating once it manages to tire it's own work force into rebellion.
