Diplomacy has already been conducted with the Crimea. One of their lawmakers vowed protection from Kiev and the mayor of Sevastopol is forming a militia against Kiev.

Russia cannot afford its main foothold in the Black Sea. This is much bigger than just one building.
If anything, Russian troops at the moment are a peacekeeping force, considering that Ukrainian government is nonfunctional and different ethnic groups are just waiting to have a go at each other.
Rumors about an invading force at the moment are just that - rumors.

I think they might offer citizenship and relocation for anyone who wants to there. Otherwise I think its just a show on Russia's part, they've been trying to look strong and take a more active role in international affairs to promote there trade alliance.
