They enforce their rules and regulations and have a system of government. Their fighters aren't terrorists, they are just shitty soldiers. Recognizing them for what they are doesn't do them any favors. State or radical group, who cares?
They're a de facto state, that much is indisputable. Calling them a legitimate state, on the other hand, implies that they have a legitimate claim to existence. I'm inclined to disagree.
what would isis do if they achieved world dominance? Blow each other up?

Like the Ishtar gate that was located in modern day Iraq, some IS terrorists might've tried to blow that up.
