Wow. This is OLD. Like... OLD. They've known oxygen only is in these amounts because bacteria evolved to photosynthesize. They've known this atleast before the 21st century. Ahahah! Oh and what do you think caused the rise of oxygen in the atmosphere? It was cyanobacteria, which still exist today. They used photosynthesis, and oxygen is a bi-product of that phenomenon.

Chemicals' properties change when they go together with other chemicals to form molecules. That's why water, which is composed of hydrogen (which is highly combustible) and oxygen (which is necessary for combustion) doesn't burn.
