Which is good but we're dealing with someone who has been abusive to their wife on previous occasions, there comes a point where counselling for the abuser isn't enough and you have to instead get them away from their victim

Maybe the counseling will help both of them to see they aren't right for each other. If you separate them through a jail sentence, then it can victimize the man in the eyes of the woman. It will make her feel bad, miss him, and all the that.
Like I said, they would still get back together again after he got out of jail. That's hardly effective.
It's kinda a conditional loop of violence

I have a feeling that many people who have other people step into their relationships(eg; government) without asking for it, rarely actually want the changes that come from that, whether they are good or bad for that person/relationship.
