Do you know what authoritarianism is? It's a wannabe totalitarian system. It wants to be totalitarian, but can't due to some external force.
For example, Iraq under Saddam Huesein would have been authoritarian because the US kept threating to blow it to bits.

Its all suppose to be damage control I suppose and a political move for politicians to maintain there standing with the people for elections. Theres really not much one can do in these situations except wait it out. Such is life in capitalism.

I like the DoD, and I hope to be part of DARPA someday, but uh...
Is there anyway we can cut down on military spending? Especially since we aren't using a lot of this stuff.
I mean, just off the top of my head: Could we keep pouring money into RnD, maintain any projects that take a while to construct, maintain a good defensive force, keep a good size emergency fund then scrap everything else and build it when we need it?

Problem with that is, we can't just build things when we need it. Modern war machines are ridiculously complex beasts that take a long time to manufacture. Coupled with the fact that modern wars move very quickly, we simply wouldn't have time to "build it when we need it".

that isn't a justification for the spending that has and will continue to flow into the DoD. To think America would be attacked if it just didn't continually fuck with other countries.
