Territory (technically commonwealth), gained as a war conquest from the Spanish over 100 years ago. They're controlled by the US but have no representation in Congress, their votes don't count for President, but they have a fair bit of autonomy in their own affairs and for the most part are a separate government that we allow to function because we don't care. Guam, the US Virgin Islands, the Mariana Islands are also inhabited territories, but we control a bunch of islands no one cares about that are mostly useless.
Being Puerto Rican, I have to say, I'm extremely excited for this.

I picked up on it two years ago when they were talking about it in the Senate/House, but yeah they've been pretty quiet about it until like August.
Too bad the Republicans in the House will never allow this to happen. Puerto Rico is extremely democratic and would have around 7 electoral votes.
