It would be like assuming spoilt ballots on a YES/NO referendum equated to NO - they equate to nothing or an abstention - i.e someone who doesn't support either side of a vote or cares how it's settled.
So Puerto Rico is basically a teenager, as far as just kinda going "meh" when it comes to statehood?
