On my 4 i can access voice control without unlocking my phone, So its the same boat really just you can do much more with siri.

i like the voice controls on my android but i really wish they worked better in applications. when i say "listen to x album" don't just open up a search in the music app for it, [b]play the album[/b]
the core apps should have voice functionality

Requires the end-user to actually DO something.
It should be done automatically with a OTA update.
