Cruel, but effective tactic. Also Woomp, the human body is unable to stop the impact of an RPG. Maybe lessen in slightly and even keep the shrapnel contained (very unlikely), but certainly it won't stop the impact.
If you're wearing hard enough body armor, you might even detonate it!
The insurgents should just strap government soldiers they took hostage to their RPGs.
Hopefully someone can get footage of this, it would be one hell of a wake up call to the world.

Then again I'm no arms manufacturer, so I wouldn't know.

I'm guessing this is more for shock and making the enemies not shoot the tanks instead of armor practicality.

There is a bit of tread mixed in there) Sandbags, as you can probably imagine, are more effective than people could ever hope to be. Even then they were only of limited effectiveness at best. I believe Patton had a strong distaste for the practice, as it lowered mobility for virtually no additional defense against anything other than shoulder launched munitions. Given that mobility was always the real strength of the Sherman, he was likely correct in his opinion.

It's not like a human shield would just soak the damage of an RPG hitting the side, leaving the tank with nothing but a scratch. And bullets probably don't damage tanks so much that you should armor the tank with fleshy vulnerable humans.
