He has half a piece of black masking tape covering the camera just in case someone is on the other side.

It won't be streaming 1080p video of a guy walking past the console or whatever people are freaking out about. Not only is that pointless information, it's a huge waste of resources for both sides (The Xbox would be constantly recording/encoding), it'd strain your internet connection, Microsoft would get a bunch of data that they'd have no use for, etc. It's similar to how people think that Google Glasses are streaming video constantly to Google and running facial recognition on everything, that's just pointless information (Oh, and to work around the issue of disabling the recording light, tie it into the camera hardware itself, don't leave it up to software).
I believe that this is one of those sacrifices that I wouldn't mind. The bill will help us in long-term means if it passes.
