Obviously anyone can't just sell milk, it'd have to be sold to the supplier, but I'll see if I can get a source as I remember one of my family members talking about it.
It can be hard to stop oversupply when the farmer doesn't know how much they're supposed to be supplying (so they can't really plan ahead). Also when a cow is producing milk, it'll do it whether you like it or not, and that milk has to be sold or else it'll spoil.
