Because multiplayer communities are doomed to have a finite lifespan unless you do at least one of the following:
-Make a sequel
-Make the community self-reliant
-Continue tending to the same game indefinitely so that active players are less inclined to leave (F2P games practically DEMAND you do this for at least a few years)
Valve went all in on the third option, and they seem content with sticking to it for the foreseeable future. They could drop out of game development altogether, but there's no point. The communities for TF2, CSGO, DOTA2, etc. would suffer as a result, and for what? A few small-medium content updates a year? Not really worth crippling a source of revenue over.
As for why they won't try a different option, well they certainly haven't made it easy for themselves. Seems to be a trap AAA devs frequently fall into, they experiment with a different release model, it seems to work... and then they become dependent on it. And the thing is it's usually bad for the consumer in the long run. Adaptability seems to be an underappreciated quality for AAA game devs, not just in the development of a game, but also in planning for the future.

At this point with the new information:
#1 - Don't make a GSLT token and use it on a server with disallowed mods.
#2 - Don't use the same phone number on steam as someone who breaks #1
But, I share my I.P with loads of other uni-dorm flatmates. If any of those are banned, we all get banned too?

Also, as a little aside, can I just comment on the stupidity of the idea that Valve will never stop hackers because they will make more money for them? Like, that's a shitload of tinfoil needed to actually believe that at all. Valve is apparently allowing people to keep hacking so that they can then ban them and they'll just buy another copy of the game. Anyone reading that statement should immediately realize how asinine it is.
Sonetimes I wonder if Valve realizes just how large they are and how much their incompetent fuckups even effect people.

My point still stands for other bullshit they've done though, but I guess that's not relevant here.
Can we actually get a mod to change the thread title now that we know they were not banning IP addresses?
Unfortunately, Valve rarely communicates with us about such stuff. The only reason they replied this time was due to the controversy over the possibility of the IP ban. Plus the other side hasn't had time to respond.
There is also still the problem over security of the GSLT tokens. Which is non-existent. And if you get banned from using CSGO GSLT, you are banned from TF2 and GMod as well.

m_iItemDefinitionIndex sendprop in some plugins even though those plugins

It's really hard to pressure a company that has its head so far up its own ass that it can't hear any kind of criticism. Communication is not Valve's strong point unfortunately.
I wouldn't be surprised if they were actually bullshitting about the phone number thing to cover their fuckup. They literally only care about their skin money now.

There is evidence. I had an account banned and it banned that account from creating GSLT tokens for ANY game.
